The most spontaneous expression in town lately is "Let's do this after elections".  There is this fixation with matters election that influences all our major decisions. Three African countries have scheduled elections in quick succession during the month of August - Rwanda on the 4th, Kenya on the 8th and Angola on the 23rd. CIS Kenya recently had a change of guard with the election of new members to the Governing Council, the first since the Association was formed about three years ago. We are therefore pleased to publish the CIS Digest - Election Edition.
